As Chief Executive Officer of The Bartech Group (Bartech), David is responsible for the oversight and strategic expansion of the company’s diverse portfolio of workforce solutions worldwide. He has played an integral role in the organization’s evolution from a traditional staffing agency to an industry-leading professional services firm responsible for more than 25,000 consultants and $2 billion in managed services expenditures.
David joined Bartech in 1995 and served as the company’s Chief Operating Officer from 2009 to 2011. Throughout his tenure, he has leveraged supply chain, technology and risk mitigation strategies to deliver greater operational efficiencies, flexibility and control across a broad range of client solutions. He is fully committed to advancing Bartech’s 35-year legacy of service, quality and innovation.
David began his career with Xerox Corporation, the world’s leading enterprise for business process outsourcing and document management solutions, where he worked as an account executive serving high-volume customers in the Washington, D.C., market. Recognized in 2003 as one of Crain’s Detroit Business “40 under 40,” David is a frequent speaker at industry events and Fortune 1000 corporate forums on talent management and supply chain strategies.
David serves on the Board of Directors for The National Minority Supplier Development Council and is a member of Business Leaders for Michigan, a business roundtable that includes the top 80 corporate executives in Michigan. David earned a Bachelor of Arts degree from Georgetown University and a Master of Business Administration degree from the University of Michigan Business School.
As Chief Administration Officer and Executive Vice President, Tom is responsible for The Bartech Group’s (Bartech) finance function and centralized corporate services, which include streamlining IT, Legal, Human Resources and Talent Management. With more than 16 years of staffing industry experience and a deep knowledge of both the operations and corporate side of the business, Tom has produced remarkable efficiencies and turned a transactional business unit into a strategic one.
Prior to joining Bartech as Chief Financial Officer in 1995, Tom served in a number of positions including, as a senior manager of the audit staff at the world's largest professional services firm and one of the "Big Four" accountancy firms. Additionally, he served as Chief Financial Officer for a national provider of home healthcare services.
Tom volunteers as treasurer and chairman of the finance committee of the Detroit Historical Society. He earned a Bachelor of Arts degree in Economics and a Master of Business Administration degree from the University of Michigan and is a Certified Public Accountant.
As Senior Vice President of Global Solutions, Penny oversees The Bartech Group's (Bartech) global sales organization. She brings more than 17 years of staffing industry expertise to this role, including extensive experience delivering integrated service offerings such as managed service provider/vendor management system (MSP/VMS), master supplier, recruitment process outsourcing (RPO), and business process outsourcing (BPO), as well as consulting services and channel partner alliances.
Before joining Bartech in 2011, Penny served as Senior Vice President of Strategic Solutions for one of the ten largest firms in the staffing industry. As a member of their senior executive team, she was responsible for revenue creation in North America, EMEA and APAC. Prior to this, Penny served as Director of Strategic Solutions for an award-winning global advisor on contingent work, where she helped global firms gain a competitive edge through contingent resources. Penny has also held sales leadership positions at two of the leading staffing and recruiting agencies in America, where she provided cutting-edge talent acquisition solutions to multinational companies.
As a subject matter expert on contingent workforce management issues and the staffing/recruiting industry, Penny is a frequent speaker at global industry events hosted by Staffing Industry Analyst, The RPO Association, and VMS Professionals. She earned her Bachelor of Science degree in Business Administration from Central Michigan University.
As Senior Vice President of Workforce Solutions, Brian is responsible for strategy and service execution for The Bartech Group’s (Bartech) global base of Managed Service clients, totalling nearly $2 billion in contingent labor, statement of work and services transactions. He maintains operational accountability for the workforce solutions business including implementation, operations and account management. Bartech has received numerous supplier achievement and excellence awards under his direction.
Brian holds nearly two decades of experience in the workforce management industry. Prior to joining Bartech in 2008, he served as Vice President of Field Operations and Executive Director of Strategic Accounts for an internationally recognized provider of on-demand services procurement software. In this role, he was responsible for program operations and relationship management at the senior-most levels within the client organization. Brian has previously held positions of progressive management responsibility with a range of large professional staffing companies.
Brian is a frequent industry panellist and recurring speaker at Staffing Industry Analysts’ Contingent Workforce Strategies conferences. He earned a Bachelor of Arts degree from the University of Michigan.
